Fond \u00f6z f\u0259aliyy\u0259tini d\u00f6vl\u0259t v\u0259 yerli \u00f6z\u00fcn\u00fcidar\u0259etm\u0259 orqanlar\u0131, \u0130KT sah\u0259sind\u0259 f\u0259aliyy\u0259t g\u00f6st\u0259r\u0259n h\u00fcquqi \u015f\u0259xsl\u0259r, kredit, maliyy\u0259 v\u0259 s\u0131\u011forta t\u0259\u015fkilatlar\u0131, sahibkarl\u0131\u011f\u0131n inki\u015faf\u0131na d\u0259st\u0259k ver\u0259n ictimai birlikl\u0259r, qeyri-h\u00f6kum\u0259t t\u0259\u015fkilatlar\u0131 v\u0259 beyn\u0259lxalq qurumlar il\u0259 \u0259laq\u0259li \u015f\u0259kild\u0259 h\u0259yata ke\u00e7irir.<br \/>1.4. Fond \u00f6z f\u0259aliyy\u0259tind\u0259 Az\u0259rbaycan Respublikas\u0131n\u0131n Konstitusiyas\u0131n\u0131, Az\u0259rbaycan Respublikas\u0131n\u0131n qanunlar\u0131n\u0131, Az\u0259rbaycan Respublikas\u0131 Prezidentinin f\u0259rman v\u0259 s\u0259r\u0259ncamlar\u0131n\u0131, Az\u0259rbaycan Respublikas\u0131 Nazirl\u0259r Kabinetinin q\u0259rar v\u0259 s\u0259r\u0259ncamlar\u0131n\u0131, Az\u0259rbaycan Respublikas\u0131n\u0131n t\u0259r\u0259fdar \u00e7\u0131xd\u0131\u011f\u0131 beyn\u0259lxalq m\u00fcqavil\u0259l\u0259ri, Az\u0259rbaycan Respublikas\u0131 Rabit\u0259 v\u0259 \u0130nformasiya Texnologiyalar\u0131 Nazirliyinin \u018fsasnam\u0259sini, Az\u0259rbaycan Respublikas\u0131 rabit\u0259 v\u0259 informasiya texnologiyalar\u0131 nazirinin \u0259mr v\u0259 g\u00f6st\u0259ri\u015fl\u0259rini, habel\u0259 bu \u018fsasnam\u0259ni r\u0259hb\u0259r tutur.<br \/>1.5. Fondun saxlanma x\u0259rcl\u0259ri v\u0259 f\u0259aliyy\u0259ti Az\u0259rbaycan Respublikas\u0131 d\u00f6vl\u0259t b\u00fcdc\u0259sinin v\u0259saiti, b\u00fcdc\u0259d\u0259nk\u0259nar v\u0259saitl\u0259r, kreditl\u0259r v\u0259 qrantlar, ian\u0259l\u0259r v\u0259 qanunla qada\u011fan olunmayan dig\u0259r m\u0259nb\u0259l\u0259rd\u0259n c\u0259lb olunan v\u0259saitl\u0259r hesab\u0131na maliyy\u0259l\u0259\u015fdirilir.<br \/>1.6. Fond Bak\u0131 \u015f\u0259h\u0259rind\u0259 yerl\u0259\u015fir.<\/p>\n<p>2. Fondun m\u0259qs\u0259di v\u0259 \u0259sas v\u0259zif\u0259l\u0259ri<\/p>\n<p>2.1. Fondun v\u0259saitl\u0259rind\u0259n s\u0259m\u0259r\u0259li v\u0259 t\u0259yinat\u0131 \u00fczr\u0259 istifad\u0259 olunmas\u0131n\u0131 t\u0259min etm\u0259k;<br \/>2.2.2. \u0130KT sah\u0259sind\u0259 istehsaly\u00f6n\u00fcml\u00fc f\u0259aliyy\u0259tin stimulla\u015fd\u0131r\u0131lmas\u0131, bu sah\u0259d\u0259 innovasiyalar\u0131n t\u0259tbiqi, habel\u0259 t\u0259tbiqi elmi t\u0259dqiqat i\u015fl\u0259rinin geni\u015fl\u0259ndirilm\u0259si m\u0259qs\u0259di il\u0259 d\u00f6vl\u0259t v\u0259 c\u0259miyy\u0259t \u00fc\u00e7\u00fcn \u0259h\u0259miyy\u0259t k\u0259sb ed\u0259n layih\u0259 v\u0259 proqramlar\u0131n h\u0259yata ke\u00e7irilm\u0259sini t\u0259\u015fkil etm\u0259k;<br \/>2.2.3. \u0130KT sah\u0259sind\u0259 ixracy\u00f6n\u00fcml\u00fc layih\u0259l\u0259ri ara\u015fd\u0131rmaq, onlar\u0131n iqtisadi s\u0259m\u0259r\u0259liliyini qiym\u0259tl\u0259ndirm\u0259k, innovasiyay\u00f6n\u00fcml\u00fc layih\u0259l\u0259ri inki\u015faf etdirm\u0259k, maliyy\u0259 d\u0259st\u0259yi g\u00f6st\u0259rm\u0259k v\u0259 xarici investisiyalar c\u0259lb etm\u0259k;<br \/>2.2.4. \u0130KT sah\u0259sind\u0259 f\u0259aliyy\u0259t g\u00f6st\u0259r\u0259n yerli h\u00fcquqi \u015f\u0259xsl\u0259rin xarici bazarlarda f\u0259aliyy\u0259tinin g\u00fccl\u0259ndirilm\u0259sini t\u0259min etm\u0259k m\u0259qs\u0259di il\u0259 layih\u0259l\u0259rin maliyy\u0259l\u0259\u015fdirilm\u0259si \u00fc\u00e7\u00fcn investisiyalar\u0131 c\u0259lb etm\u0259k;<br \/>2.2.5. \u0130KT sah\u0259sind\u0259 innovasiyalar\u0131n inki\u015faf etdirilm\u0259si v\u0259 onlar\u0131n kommersiya layih\u0259l\u0259rin\u0259 \u00e7evrilm\u0259si m\u0259qs\u0259di il\u0259 ven\u00e7ur maliyy\u0259l\u0259\u015fm\u0259sini (ki\u00e7ik innovativ h\u00fcquqi \u015f\u0259xsl\u0259rin f\u0259aliyy\u0259tin\u0259 qoyulan uzunm\u00fcdd\u0259tli v\u0259 riskli investisiyalar\u0131) h\u0259yata ke\u00e7irm\u0259k;<br \/>2.2.6. \u0130KT sah\u0259sind\u0259 f\u0259aliyy\u0259t g\u00f6st\u0259r\u0259n perspektivli v\u0259 inki\u015faf etm\u0259kd\u0259 olan ki\u00e7ik v\u0259 orta sahibkarl\u0131q subyektl\u0259ri \u00fc\u00e7\u00fcn m\u00fcv\u0259kkil banklar v\u0259 bank olmayan kredit t\u0259\u015fkilatlar\u0131 (bundan sonra &#8211; m\u00fcv\u0259kkil kredit t\u0259\u015fkilatlar\u0131) vasit\u0259sil\u0259 Fondun v\u0259saiti hesab\u0131na g\u00fcz\u0259\u015ftli maliyy\u0259 resurslar\u0131ndan istifad\u0259 imkan\u0131n\u0131 geni\u015fl\u0259ndirm\u0259k;<br \/>2.2.7. yerli v\u0259 xarici investisiyalar\u0131n c\u0259lb olunmas\u0131na t\u0259kan verm\u0259k m\u0259qs\u0259di il\u0259 Az\u0259rbaycan Respublikas\u0131nda \u0130KT sah\u0259sind\u0259 f\u0259aliyy\u0259t g\u00f6st\u0259r\u0259n h\u00fcquqi \u015f\u0259xsl\u0259rin nizamnam\u0259 kapital\u0131nda pay\u00e7\u0131 (i\u015ftirak\u00e7\u0131) qismind\u0259 i\u015ftirak etm\u0259k;<br \/>2.2.8. \u0130KT sah\u0259sind\u0259 f\u0259aliyy\u0259t g\u00f6st\u0259r\u0259n yerli v\u0259 xarici h\u00fcquqi \u015f\u0259xsl\u0259r aras\u0131nda istehsal v\u0259 texnoloji \u0259m\u0259kda\u015fl\u0131\u011f\u0131n t\u0259min edilm\u0259si \u00fc\u00e7\u00fcn investisiyalar c\u0259lb etm\u0259k v\u0259 texnoloji transferin realla\u015fmas\u0131na t\u0259kan verm\u0259k;<br \/>2.2.9. \u00f6lk\u0259 iqtisadiyyat\u0131n\u0131n \u0130KT sah\u0259sin\u0259 investisiyalar\u0131n c\u0259lb edilm\u0259si m\u0259qs\u0259di il\u0259 investisiya m\u00fchitinin t\u0259hlil edilm\u0259sin\u0259 v\u0259 onun t\u0259kmill\u0259\u015fdirilm\u0259sin\u0259 dair t\u0259klifl\u0259r verm\u0259k;<br \/>2.2.10.
